25 Potomac Ave SE – Completing the Vision for D.C.’s Waterfront Community 

As the final two phases of the Capitol Riverfront Planned Unit Development (PUD), 25 Potomac Avenue SE represents the culmination of a transformative, decade-long effort to revitalize the Anacostia River waterfront.  

Spanning approximately 1.2 million square feet, the overall PUD — led by MRP Realty and Florida Rock — has reshaped the Navy Yard area into a vibrant destination that blends residential, retail, and public spaces. 

Originally envisioned to include hotel and office components, Phases III and IV were reimagined to meet evolving market needs, shifting to residential and mixed-use offerings that extend the success of the earlier phases, Dock 79 and Maren.

Carrying the Master Plan Forward

Building upon the master plan established during the first two phases, Bohler DC continued to implement a cohesive vision that connects the entire riverfront community. The design for 25 Potomac Avenue extends the pedestrian-friendly streetscape and riverwalk network, linking residents and visitors to the waterfront through open spaces and natural landscapes. 

The site’s design also complements nearby infrastructure improvements — most notably the construction of the new Frederick Douglass Memorial Bridge — requiring close coordination with the District Department of Transportation to ensure seamless integration of utilities, grading, and circulation patterns. 

As the site civil engineer for all four phases of the PUD, Bohler DC provided engineering design, permitting, and strategic consulting to guide this complex redevelopment from vision to reality. For 25 Potomac Avenue, the team led rezoning efforts to support the new residential use and developed plans for two multifamily buildings totaling 600 units, with 6,300 square feet of ground-floor retail and 385 parking spaces. Approximately 60 units are designated as affordable housing for residents earning 60% of the area median family income. 

Bohler DC also helped to integrate sustainable design features, including a landscaped garden with native plantings and a community dog park, reinforcing the project’s commitment to livability and ecological balance. 

Completing the Vision

Phases III and IV complete the Capitol Riverfront’s evolution into one of Washington, D.C.’s most dynamic neighborhoods — an area defined by connection, accessibility, and thoughtful design. Through long-term collaboration, technical expertise, and consistent execution, Bohler DC helped MRP Realty and Florida Rock realize a unified waterfront community that reflects D.C.’s growth, resilience, and enduring relationship with the Anacostia River.
